The Outfit: First, it's a Corporeal Artifact at level 3. Under most circumstances it looks like a pendant that can be hung around Harriet's neck. Anyone who sees it can instantly tell it's an artifact (the slight silver glow the metal gives off tends to accomplish that), and to be activated, it requires a brief invocation ("Creative Heavenly Powers, Make-Up!"), and then it takes a full combat round to complete the transformation. Harriet's clothes are replaced by a tie-dye sailor outfit, complete with sparkly effects. The Outfit functions as level 2 Protection, and seems to put out an odd sort of effect: anyone seeing the wearer while they're in the Outfit has to roll a Will roll to be able to identify the person when they're /not/ wearing it.
The Wand: The Wonderful Wand of Heaven has two Songs imbedded in it, each at level 6. First, is the Song of Corporeal Banishing. To activate this Song, it requires a brief gesture and invocation ("Light of True Revelation!"). The second Song also requires an invocation ("Silver Heaven Obliteration!") and is the Song of Celestial Light, which can be used by anyone holding the Wand. Like the Outfit, the Wand is instantly recognizable as an artifact...it's a two foot scepter of gold with a large, glowing opal on the crown. It is Not Subtle.
The Story: Don't ever let a Creationer get bored. Not even a Creationer Soldier. Weird things happen. Although the Wand is Eli's fault; Harriet's plans for that involved, well, a stick. She likes this better; it's thematic! But when the Boss dropped by and saw The Outfit, Harriet explained her idea (with enthusiastic gestures and bouncing), and once Eli stopped laughing, he whipped up the Wand. Her typical modus operandi is to use the song of Corporeal Entropy to make herself appropriately teenaged, then go out stalking the streets for Bad Guys (or Girls or Things). Generally just transforming will scare off most mortal villains, but when she gets a demon...
...well, who really wants to tell their friends that they got their ass kicked by Sailor Moon?
