Argh, I hate insomnia. Even productive insomnia. While I was thinking, I wrote. I wrote up Silent Hill as an In Nomine entry...sorta. I took some liberties with both the IN rules and the Silent Hill mythology, in order to get the 'feel' right and playable. Also, although Samael, Xuchlibari, and Lobsil Vith are mentioned, and I outlined Strands and Affinities for them, I did not write them up fully. Nor do I intend to, actually. No PC will directly encounter any of them, and if they do, they should get smacked into tiny little bits. And, of course, the Ethereal creation rules make my head hurt, and it's five in the morning. If anyone else wants to write up stuff, go for it.

The Domain of Silent Hill is, at the moment, unknown to Heaven, Hell, and the majority of Ethereals. Most of those spirits who stumble upon it cannot fathom its true power...they either leave or (if they are unfortunate) attempt to set up residence. So far, all of these have been subordinated or quietly killed by the Domain and its masters. Anyone who is not /called/ to Silent Hill sees only the quiet reflection of a Corporeal small town, abandoned and shrouded in mist. Even when it tears them apart, they do not see their killers. An Ethereal, Dreamer, or Celestial who is unlucky will probably note this oddity: this Domain looks /exactly/ like a small, lakeside resort town called Silent Hill. A small town with a dark history of murders, suicides, and disappearances, where the pictures of the past have been drawn in blood. These incidents, if anyone could check, can be directly correlated with the times in which the Silent Hill Domain is active in the 'present'. Of course, any one who realizes this similarity is quite likely to have been called by the Domain, and they're just at the beginning of their problems...
This Domain has a link to the actual town of Silent Hill. Its 'call' extends only to those within the town or its surroundings, and only to those who have some level of the Disadvantage/Discord Guilt. Anytime someone with this Discord loses consciousness within the town's borders, they have to make a Will roll, minus their level of the Discord, or be drawn immediately to the Silent Hill Domain. Once there, they will see both the Silent Hill 'glamour' of the mist-shrouded town, and the Domains /true/ face, filtered through their own guilt, fears, and self-hatred. Sometimes the drawn are lucky, and will give up their Essence and awaken prematurely, remembering nothing except a nagging disquiet about the town. The Domain (and its rulers) mark such people, however, and occasionally attempt to draw them back. The rest, however, must face grotesque monsters wearing the shapes of their own fears (and sometimes their hopes), and eventually challenge the Domain masters to win the right to awaken into the real world.
If they succeed, when they awaken some or /all/ of their Guilt will be gone. They will understand their sins, have come to terms with the darkness and hatred within themselves, and have conquered it. If they fail, their minds and souls are torn apart, and the Master called 'Samael' can use a variant of the Ethereal Song of Exchange to inhabit the human's body for CD days. The end result of this inhabitation is always terrible, violent tragedy, ending in suicide. He will also use the time to attempt to contact and draw in any victims who escaped from the Domain, through letters, phone calls, and the machinations of his cult. And from the tragedies wrought by Samael, more Guilt is born, and the cycle continues. The only quiet times are when the Domain unexpectedly vanishes, and cannot be found by anyone.
The Masters
The masters of the Domain are Samael, the red god Xuchlibari, and the yellow god Lobsil Vith.
Samael is the blind destroyer who has often been called a demon, an archangel, and God Himself, but whose true form is something recognizably different than any Celestial spirit. He was first worshiped by the Native Americans in the place that would become Silent Hill, and he still has a fanatical, thriving cult in the /real/ Silent Hill. Sometimes the dreamshades of his followers are drawn up after their deaths to serve him for a time, until they are pulled to their final rewards, or torn apart for his pleasures. Samael has on occasion attempted to slip past its keepers and create a mortal Avatar (through its cult and Ethereal Fruition) to inhabit the Corporeal plane permanently. This would be a bad, bad thing. The other two masters can keep it in check by working together, but Samael is stronger than either one alone, and they often have little energy left to spare for helping dreamers.

Affinities: Fear (Primal), Destruction (Strong), Fertility (Moderate)
Xuchilbari and Lobsil Vith were created by Samael in its first mad burst of fecundity, born of the only moderately bright parts of its 'soul'. For the sake of humanity, which they have come to feel an unsettled affection for, and because of their own primal imperatives, they worked together to forge the prison which keeps Samael mostly bound to Silent Hill. It is even rumored that is their work that unstuck the Domain from time, and that they seek a way to disconnect it completely, reaching some other plane where Samael will be lost forever. The vast majority of their power goes to containing Samael, but they do try to help dreamers who must run the gauntlet that is Silent Hill, not only by providing artifacts (often strange, twisted artifacts), but by stripping the Guilt of those who are successful in a way that no one (if it was even widely known) has yet figured out. More, it is with the Guilt of dreamers that they forge Samael's chains, and keep them repaired. This, however, traps them...they cannot simply push dreamers away, if they wish to keep Samael contained. They can only help them (and only in small, indirect ways) endure the horrors that await.
